Sintese
This project aims to provide critical reflection and practical learning, experimenting with community-driven initiatives in OCSD, and by mapping, characterizing, and analyzing the main institutional, social and cultural issues involved in them, in Ubatuba municipality, in the State of São Paulo, Brazil. The project´s main research problem is to identify and understand how these issues affect positively and/or negatively the adoption of OCS as a potential tool to face the challenges of sustainable development in Ubatuba community, considering the different perspectives and interests of local stakeholders. Three key groups of stakeholders were initially identified: scientific research groups from diverse fields and institutions; local agents potentially interested in the scientific processes and their outcomes (from civil society and government); and open knowledge and free digital culture advocates.
Justificativa
The choice of Ubatuba considered: its development challenges, and possible learning and replications to other contexts; the existence of significant local conditions favorable to a local dynamics in OCSD, and stakeholders potentially willing to participate in actions as proposed. Ubatuba´s key development challenge is how to conciliate: (a) its rich and strategic natural and cultural assets from the point of view of the local, national and worldwide socio-biodiversity; (b) the necessity to provide access to local populations to social and economic benefits derived from the use of that wealth in sustainable development; (c) political empowerment of local communities in a context of inequality of access to institutional deliberation processes; and (d) the contributions that science may make for these processes. By partnering up with the organized civil society and adopting a view of scientific diffusion based upon the open sharing of information, OCS practices would assert the social relevance of scientific production through a positive impact on public and institutional deliberation on local issues.
Metodologia
The project´s methodology is based on an action-research approach organized along two axes – practical learning and critical research — which means that research tools will be developed by interacting with and having inputs from the local communities integrated with their empowerment and participation in different research phases: definition of relevant issues; data collection; appropriation of research methods and techniques. In synthesis, the project will develop the following actions: (a) mobilizing an OCS multi-stakeholder working group, targeted to promoting an ongoing discussion on OCSD-related issues among the different stakeholders; (b) socio-economic characterization of Ubatuba, together with development of ethnographic data on the stakeholders aiming to know opinions, resistances, criticisms, and willingness to experiment with OCS to face the local development challenges, along the initiatives promoted by the project; (d ) promotion of a diverse set of initiatives, as test beds for possible uses of OCS in local development, such as open workshops, discussions and mentoring, in partnership with other initiatives, focused on different goals – awareness, training in specific tools and methodologies, inviting practitioners to share their own developments, etc. – which will be observed and assessed. The mid-term goal is to establish a local committee on Science, Technology and Innovation, to give long-term sustainability to open and collaborative scientific practices on the ground.
Eixos de Analise
This project will address 3 of OCSDNet’s key research themes, as described below:
- Theme one (motivations): The project will contribute to understanding facilities and barriers for a pro-open environment within and between the scientific research communities, and between researchers and the social, cultural and policy framework levels. It also indicates the relevance of finding the ways to support the visibility and communication of science, especially in local communities.
- Theme three (communities of practice): A crucial part of the project is to find the ways for how new knowledge generated by OCS methods are learned, incorporated, shared and communicated among the various stakeholders, focusing on institutional factors. Attention will also be given to activities with public schools, with a view towards the future generations.
- Theme four (potential impacts): From an action research perspective, the project will help to foster community building and awareness-raising activities to increase uptake and participation in OCSD, while observing the mutual feedbacks between scientific community projects and findings and other social actors practices and perspectives.
